Aye you have to use a ship with turret slots to use gas harvesters & mining vessels do not have turret slots. When I have collected gas before on mining missions I have used a Hurricane with Orca support. Don't need to worry about cargo space...

I don't think your idea is a good one and may result in all your modules being scooped up by other pilots. That's if your idea is even possible. Offlined towers are a curse anyway - just take it down altogether if you don't want to use it atm.

I think the OP being a novice probably means running a POS (Player Owned Station) rather than an Outpost. A profit can obviously made by building and using a POS. But do your maths first.
